Hours Of Service Exemption. The hours of service final rule was published in the federal register on december 2011 as a way for the federal motor carrier safety administration (fmcsa) to monitor working hours of anyone operating a commercial motor vehicle or a cmv with a cdl in the united states. Fmcsa revises the hours of service (hos) regulations to provide greater flexibility for drivers subject to those rules without adversely affecting safety.
